
Peru has become the 61st country to sign the Copenhagen Declaration, a global agreement addressing transnational organized crime in the fishing industry.
The Declaration highlights the serious economic, environmental, and human rights impacts caused by crimes across the entire fisheries supply and value chain, including corruption, tax fraud, money laundering, document fraud, and human trafficking. It also calls for stronger cooperation between governmental agencies at national, regional, and international levels, with special attention to the vulnerabilities of developing countries.

The Copenhagen Declaration forms the foundation of the Blue Justice initiative, which supports countries in implementing and addressing the Declaration’s commitments.
On Friday, June 27, 2025, the signed declaration was formally handed over to the custodian of the Copenhagen Declaration, Norwegian Minister of Fisheries and Ocean Policy Marianne Sivertsen Næss, by Peru’s Ambassador to Norway, Gustavo Laurie Escandón. The Declaration was signed by Peru’s Minister of Foreign Affairs, Elmer Schialer Salcedo.
